FY24 COMMUNITY FUNDING PROJECT REQUESTS

This year, the Appropriations Committee is considering requests from Senators for Congressionally Directed Spending investments designed to benefit their states and communities. Only state and local governments and 501(c)(3) nonprofits are eligible for Congressionally Directed Spending, and projects must qualify for specific purposes within each Appropriations subcommittee. In order to ensure accountability and transparency, Senator Van Hollen is disclosing his requests in alphabetical order within the relevant subcommittee. Disclosures will be released in accordance with the deadlines set forth by the Committee. 

Energy and Water

Project Name: Assateague Island

Description: Funding will be used to maintain the integrity of Maryland's treasured Assateague Island by repositioning sand to areas that are vulnerable to erosion, removing navigation hazards, and protecting habitat for threatened and endangered species on the island.

Project Name: Baltimore Harbor and Channels Seagirt Loop Deepening

Description: Funding will be used to study the process and economic benefit of deepening and widening the entire Seagirt-Dundalk access channel to allow more areas of the Port of Baltimore to safely and efficiently serve larger ships.

Project Name: Boonsboro Reservoir Replacement

Description: Boonsboro's 68-year-old reservoir leaks an estimated 10-15 million gallons of drinking water per year. Funding will replace the reservoir with a new dual-basin concrete tank that will support the drinking water supply for Boonsboro and Keedysville residents.

Description: Funding will be used to complete the design and begin construction of a project to add water to 1.2 miles of the historic Chesapeake and Ohio (C&O) Canal terminus at Cumberland. The project intends to transform underutilized riverfront into an area for public use and tourism.

Description: Funding will expand the Center for Nanotechnology at Coppin State to grow their research into renewable and clean energy. Nanomaterials can help improve the efficiency of renewable energy systems. The Center also hosts high school students to engage in research and promote STEM careers.

Project Name: Centralized Sewer Collection System Hughsville Village Core

Description: Funding will support the design and construction of a centralized sewer collection system for the Hughesville Village center, including approximately 25,000 linear feet of gravity sewer lines, approximately 3 new sewage pumping stations, and all associated infrastructure.

Description: In 2021, one of the two wells serving Southwestern Garrett County failed. This funding will allow the County to put in place a new production well to ensure continuous water supply to local residents.

Description: Funding will be used to support engineering costs for a project to repair defects in the Lower Mattawoman Interceptor. The project would improve capacity at the Mattawoman Wastewater Treatment Facility and protect the stream valley of the Mattawoman Creek.

Description: Funding will be used for maintenance dredging of the channel from Chester River to Queenstown Creek and Harbor. The Queenstown channel was last dredged in 1985 and has significantly shoaled in since then, impacting local commerce as it makes it difficult for boats to maneuver and pass.

Description: The Town of North Beach's water system was installed in 1991 using cast iron connectors to the main water line. Over time, cast iron breaks down and causes failures. Funding will be used to replace the old materials to ensure a more sustainable water system for residents.

Description: Funding will be used to design, permit, and construct two new sewage lift stations, replacing the existing lift stations at Mattawoman Woods and Dogwood locations in order to better serve residents. The two existing lift stations are over 30 years old and have reached the end of their life cycle.

Description: This channel has not been dredged since 1987 and is highly restricted due to shoaling, impacting waterway access. Funding for engineering and design was provided with resources under the Infrastructure Investment and Jobs Act. This funding will continue to move the project forward towards dredging.

Description: St. Catherine's Sound is a federally-authorized channel that was last dredged more than 10 years ago and that has had significant shoaling. Funding will support dredging to allow safe use of the channel for recreational and commercial purposes.

Project Name: University of Maryland-Baltimore County Renewable Energy and Water Treatment System Technologies

Description: UMBC will use funding to research new technologies in order to develop fertilizer manufacturing and application with net-zero greenhouse gas emissions. The researchers will design and manufacture a prototype to test on farms on the Eastern Shore, with a goal of supporting more sustainable farming.

Description: Funding will be used to dredge the Wicomico River from the Chesapeake Bay to Salisbury to ensure that it remains passable by barges. The Port of Salisbury has the second highest commercial volume of Maryland ports and continued dredging of the Wicomico is critical to its success.

Description: Invasive catfish have spread into nearly all of the Chesapeake Bay's major tributaries, disrupting the ecosystem and threatening native species like the blue crab. Funds will support the State's efforts to control this invasive fish and protect native species that are key to the economy.
